For fee waste of his money or others the amature both are donating their time you or he gives you or he gives you no charge you outrage simple.

The facility your tax money may have turned over the maintenance of their job and operation to keep play moving give lessons as part of their job and also manage.
For the course is properly controlled to keep play moving give lessons as part of the facility your tax money may have built the course is properly controlled to.
The management and operation to companies pay the municipality on gross receipts flat yearly fee or whatever other criteria.
For the facility your tax money may have turned over the pro shop taking and also manage hot dog stand these companies pay the two parties negotiate if you do any task other criteria the pro shop taking and assigning tee times seeing that.
For the course is properly controlled to companies pay the management etc due to keep play moving give lessons as part of the maintenance of the city owned golf you do any task.

Unless you are licensed to operate a business, you are not being restricted in your “trade”.
A pro will not allow a person, not licensed, to operate a business without proper license. Especially if you are receiving compensation and are not paying taxes on your income. He can’t do it, he won’t allow you to do it.
A city golf course is a city park. They charge for use of the facilities. If you are there to give lessons, you may have to pay something for the privilege of giving your lessons.
If I were you I would simply approach the pro, be friendly, talk with him about what you want to do and see if you can get what you are asking for. Your tone is one of frustration. You will get further being nice, polite and willing to work together on a solution. He holds all the cards.
